Authorizes maximum of 45 regular employees for the Commissioner of State Lands for fiscal year 2020-2021, with salaries ranging from $42,117 to $125,986 annually.

Appropriates $3,907,151 from the State Central Services Fund for personal services and operating expenses, including $2,893,928 for regular salaries, $40,000 for extra help, and $897,223 for personal services matching.

Appropriates $36,334,056 from cash funds for delinquent tax operations, including $1,209,056 for operating expenses, $1,750,000 for professional fees, and $33,000,000 for delinquent tax remittals and sale refunds.

Appropriates additional cash funds for capital outlay/operating expenses ($267,800), Adopt a Document Program ($250,000), and submerged lands projects ($250,000).

Authorizes up to 5 temporary or part-time "Extra Help" employees and requires compliance with state procurement, accounting, budgetary, and fiscal control laws; effective July 1, 2020.
