Appropriates $6,094,852 to the Office of the Treasurer of State for the fiscal year ending June 30, 2021, payable from the State Central Services Fund.

Establishes maximum of 35 regular full-time employees with salary ranges from $36,250 (Assistant II) to $141,856 (Director of Investments).

Authorizes up to 5 temporary or part-time "Extra Help" employees at rates not exceeding Uniform Classification and Compensation Act standards.

Allocates funding for personal services ($2,592,472), data processing systems/services ($1,396,715), operating expenses ($1,104,455), and financial/educational programs including Arkansas 529 College Savings Program and Arkansas ABLE Program ($75,000).

Authorizes the Treasurer of State to transfer appropriations between line items with approval from the Chief Fiscal Officer and prior review by the Arkansas Legislative Council or Joint Budget Committee; act effective July 1, 2020 through June 30, 2021.
