Appropriates $3,737,823 for Arkansas State Library State Operations, including $1,775,424 for regular salaries of 52 employees and $1,128,409 for operating expenses.

Appropriates $3,187,416 from federal funds for Federal Operations, including $451,571 for regular salaries and $2,453,239 for operating expenses.

Appropriates $5,700,000 from the State Library Public School Fund Account to provide aid to public libraries.

Authorizes additional appropriations of $373,000 for Grants Administration from cash funds and $6,622 for State Library Revolving Fund operations.

Allows unexpended Books and Subscriptions funds to carry forward to the next fiscal year subject to written justification and reporting requirements to the Legislative Council or Joint Budget Committee.
