Establishes a maximum of 4 regular employees for the Department of Education - Martin Luther King, Jr. Commission for fiscal year 2020-2021, including one MLK Executive Director (Grade GS14), one Fiscal Support Supervisor (Grade GS06), one Administrative Specialist III (Grade GS04), and one Administrative Specialist II (Grade GS03)

Appropriates $303,666 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $183,494 for regular salaries, $62,473 for personal services matching, and $57,699 for operating expenses

Appropriates $91,123 from cash funds deposited in the State Treasury for extra help services and additional operating expenses, including $15,900 for extra help, $67,924 for operating expenses, and $4,000 for professional fees

Authorizes up to 4 temporary or part-time employees ("Extra Help") as needed, with pay rates not to exceed those in the Uniform Classification and Compensation Act

Declares an emergency clause to make the act effective July 1, 2020, which the General Assembly determined was essential for continuous agency operations
