Appropriates $2,000,000 to the Arkansas Corn and Grain Sorghum Promotion Board for the fiscal year ending June 30, 2021, payable from the Arkansas Corn and Grain Sorghum Promotion Board Fund.

Allocates $25,000 for operating expenses with $0 for conferences and travel, professional fees, capital outlay, and data processing.

Allocates $1,975,000 for research and development expenses.

Requires compliance with state procurement law, accounting and budgetary procedures law, revenue stabilization law, and other fiscal control laws in fund disbursement.

Effective July 1, 2020, with emergency clause declaration to ensure agency operations continue without interruption.
