Appropriates $6,980,696 from the Arkansas Rice Research and Promotion Fund for operating, research and development expenses for the fiscal year ending June 30, 2021, including $14,200 for operational expenses and $6,966,496 for research/development.

Appropriates an additional $15,000,000 in cash funds for rice research and development under the tariff rate quota program for the same fiscal year.

Requires that all fund disbursements comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and regulations promulgated by the Department of Finance and Administration.

Declares an emergency effective July 1, 2020, to ensure immediate operation of the agency and prevent irreparable harm to essential governmental programs.
