Establishes a maximum of 1,815 regular employees for the Department of Human Services - Division of County Operations for fiscal year 2020-2021, with positions ranging from DHS Deputy Director to administrative assistants across multiple grade levels.

Authorizes up to 37 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $140,280,695 for operations including $67,604,453 in regular salaries, $25,050,577 in personal services matching, $25,469,862 in operating expenses, and $6,499,735 in professional fees.

Appropriates additional funds for federal grants ($2,650,091), state grants ($4,000), TANF and other grant programs ($16,017,928), and Hunger Coalition grants ($995,113).

Allows up to $3,640,650 in State General Revenue from the Department of Workforce Services to be transferred to support TANF programs and permits temporary help and Extra Help hour limits to be exceeded during state or federal disaster declarations.
