Establishes maximum of 197 regular employees for the Department of Human Services - Division of Provider Services and Quality Assurance for fiscal year 2020-2021, including positions ranging from director to administrative specialists across medical, nursing, and administrative classifications.

Authorizes up to 8 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $18,622,920 total for operations, including $10,731,902 for regular salaries, $3,516,800 for personal services matching, $3,463,900 for operational expenses, $136,077 for conferences and travel, and $703,675 for professional fees.

Appropriates $400,000 for provider services grants and aid payments for fiscal year 2020-2021.

Authorizes the Division to use appropriated funds for certification or licensure of entities on behalf of any Department of Human Services division, with all applicable laws applying to certified or licensed entities; effective July 1, 2020 through June 30, 2021.
