Establishes maximum of 40 regular employees for the Division of County Operations - Medicaid Tobacco Settlement Program for fiscal year 2020-2021, including 5 Program Eligibility Supervisors, 30 Program Eligibility Specialists, and 5 Local Office Administrative Assistants.

Establishes 1 DHS Program Manager position for the Division of Medical Services and 20 total positions for the Division of Provider Services and Quality Assurance.

Appropriates $2,258,703 to County Operations for personal services and operating expenses, $77,520 to Medical Services, and $209,969,927 to Medical Services Grants (including $200,426,470 for hospital and medical services and $9,543,457 for prescription drugs).

Appropriates $1,118,653 to Provider Services and Quality Assurance for personal services and operating expenses.

All appropriations are payable from the Medicaid Expansion Program Account and are effective July 1, 2020 through June 30, 2021, with emergency clause declaring the act's immediate effectiveness necessary for essential governmental programs.
