Establishes a maximum of 429 regular employees for the State Department for Social Security Administration Disability Determination for fiscal year 2020-2021, including positions ranging from director to administrative support staff.

Authorizes up to 20 temporary or part-time employees ("Extra Help") at standard classification rates, with a maximum of 1,800 hours per employee per fiscal year.

Appropriates $53,065,955 in federal funds for the fiscal year ending June 30, 2021, including $25,773,141 for regular salaries, $450,000 for extra help, $8,445,629 for personal services matching, and $1,360,000 for overtime.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws as regulated by the Department of Finance and Administration.

Declares an emergency effective July 1, 2020, to ensure uninterrupted operation of the agency during the fiscal year.
