Establishes maximum of 3 regular employees for the Department of Commerce - Arkansas Waterways Commission for fiscal year 2020-2021: one Director (Grade GS11), one Administrative Analyst (Grade GS06), and one Business Operations Specialist (Grade GS05)

Appropriates $309,799 from the Miscellaneous Agencies Fund for personal services and operating expenses, including $158,806 in regular salaries, $51,408 in personal services matching, and $97,030 in maintenance and general operations

Appropriates $5,000,000 from the Arkansas Port, Intermodal, and Waterway Development Grant Program Fund for grants to port and intermodal authorities for port development projects

Appropriates $2,000,000 from the Arkansas River Navigation System Fund for development, improvement, and expansion of river transportation resources within the McClellan-Kerr Arkansas River Navigation System in Arkansas

Authorizes transfer of up to $1,500 annually from operating expenses to promotional items for the Commission's educational and outreach needs, and allocates $3,000 for Lower Mississippi Valley Flood Control Association membership and $1,000 each for four other regional waterway associations
