Establishes 37 maximum regular employees for the Department of Commerce - State Securities Department for fiscal year 2020-2021, including positions ranging from Securities Commissioner (1) to Administrative Specialists (3).

Appropriates $3,548,953 from the Securities Department Fund for personal services and operating expenses, including $2,229,477 for regular salaries, $701,832 for personal services matching, and $581,644 for maintenance and general operations.

Appropriates $50,000 from cash funds for refunds and reimbursements and $168,500 from the Investor Education Fund for operating expenses, grants, and promotional items.

Requires the State Securities Department to provide quarterly reports to the Arkansas Legislative Council or Joint Budget Committee detailing all funds received from court orders or settlement agreements, including case names, disbursement plans, and current balances.

Declares an emergency effective July 1, 2020, to ensure the appropriations are in full force and effect for immediate agency operations.
