Establishes a maximum of 5 regular employees for the Department of Health - Health Services Permit Agency for fiscal year 2020-2021, including positions for a Health Permit Services Director (Grade SE01), HSPA Deputy Administrator (Grade GS11), Business Operations Manager (Grade GS08), and two coordinators/specialists (Grade GS06).

Appropriates $507,540 from the Miscellaneous Agencies Fund Account for the agency's fiscal year ending June 30, 2021, comprising $320,531 for regular salaries, $108,633 for personal services matching, and $60,835 for operating expenses, $1,274 for conference and travel, and $16,267 for professional fees.

Allows unexpended balance of funds generated by fees and fines under Arkansas Code 20-8-103 et seq. to be carried forward to the next fiscal year, subject to written justification, Department of Finance and Administration approval, and reporting to the Arkansas Legislative Council.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in disbursement of appropriated funds.

Declares an emergency effective July 1, 2020, finding that the Constitution prohibits appropriations for more than one year and that immediate implementation is essential for agency operations.
