Appropriates $9,075,526 from the North Arkansas College Fund for personal services and operating expenses for fiscal year 2020-2021, including $6,800,000 for regular salaries and $1,175,526 for personal services matching.

Appropriates $49,385,000 from cash funds for the same fiscal year, including $5,425,000 for regular salaries, $825,000 for extra help, and $11,000,000 for capital improvements.

Establishes a maximum of 400 regular employees for the college, with specific positions and salary rates ranging from $45,683 for part-time faculty to $169,651 for the President.

Authorizes up to 500 temporary or part-time employees ("Extra Help") at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Act takes effect July 1, 2020 with an emergency clause declaring the appropriation essential to the college's operation.
