Reappropriates $5.02 million in capital improvement funds for the Arkansas Commission on Law Enforcement Standards and Training effective July 1, 2020, covering maintenance, renovation, equipment, and facility improvements across multiple projects and prior appropriations.

Reappropriates $4.91 million for the Division of Arkansas State Police, including $4 million for a driving track at Camp Robinson and $750,000 for software and hardware to implement an online reporting system for the Crimes Against Children Division.

Reappropriates $8.28 million for the State Crime Laboratory, primarily for constructing and equipping a forensic laboratory in Northwest Arkansas and general maintenance and facility improvements.

Reappropriates $14.4 million for the Arkansas Department of Emergency Management for replacement of microwave radio equipment on the Arkansas Wireless Information Network and building and tower remediation of the Arkansas Wireless Information System.

Declares an emergency effective July 1, 2020, to ensure the Department of Public Safety can operate without interruption and requires all disbursements comply with state purchasing laws, accounting procedures, and revenue stabilization laws.
