• Establishes maximum of 40 regular employees for the Department of Energy and Environment - Oil and Gas Commission for fiscal year 2020-2021, including positions such as Oil & Gas Director, Senior Petroleum Engineers, and Oil & Gas Inspectors.

• Authorizes six (6) temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

• Appropriates $4,872,974 from the Oil and Gas Commission Fund for personal services and operating expenses, including $2,088,718 for regular salaries, $686,342 for personal services matching, and various operating costs.

• Appropriates $200,000 from cash funds for refunds and reimbursements, and $2,500,000 from the Abandoned and Orphaned Well Plugging Fund for well plugging program expenses.

• Authorizes the Oil and Gas Commission to request transfer of up to $2,000,000 per year from the Oil and Gas Commission Fund to the Abandoned and Orphaned Well Plugging Fund, effective July 1, 2020 through June 30, 2021.
