Appropriates $1,430,124 from the State Central Services Fund for the Arkansas Governor's Mansion Commission for fiscal year 2020-2021, including $674,264 for regular salaries, $12,000 for extra help, and $201,830 for operating expenses.

Authorizes a maximum of 10 regular employees for the mansion commission across five position classifications, ranging from Mansion Administrator (Grade GS14) to Housekeeper Supervisor (Grade GS05).

Allows up to 4 temporary or part-time employees ("Extra Help") to be hired as needed at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates an additional $500,000 from a cash fund determined by the Chief Fiscal Officer for expenses related to the Governor's Mansion, Grand Hall, and grounds.

Requires the Chief Fiscal Officer to transfer any excess of the Governor's Mansion Cash Fund over $300,000 into the State Central Services Fund to support mansion operations.
