Appropriates $12,000,000 from the County Voting System Grant Fund for professional fees and services for upgrading or purchasing county voting systems and related voting equipment.

Authorizes additional appropriations totaling $7,840,948 from various funds for capitol grounds improvements, monument preservation, federal Help America Vote Act matching, gift shop operations, and the 500 Grill.

Allows the Secretary of State to make discretionary salary bonuses to Capitol Police employees with advanced law enforcement certifications, ranging from $300 to $1,200 annually based on certification level.
