Appropriates $194,581 for shared services of the Department of Labor and Licensing for fiscal year 2020-2021, including $155,040 in regular salaries and $39,541 in personal services matching.

Establishes 94 maximum regular employees for the Division of Labor across various positions ranging from Labor Director (Grade SE02) to Administrative Specialist II (Grade GS03), plus authorizes 2 temporary/part-time employees.

Appropriates $4,297,626 for state operations including $2,646,951 in regular salaries, $32,000 in extra help, $888,326 in personal services matching, and $730,349 in maintenance and general operation costs.

Provides funding for boiler inspection ($832,412), board of electrical examiners ($689,272), federal programs ($1,546,275), wage and hour distribution ($200,000), and seminar/conference expenses ($37,000).

Authorizes the Chief Fiscal Officer to create paying accounts and transfer funds and positions between divisions upon approval of the Arkansas Legislative Council or Joint Budget Committee to improve efficiency and eliminate service duplication through June 30, 2021.
