Establishes a maximum of 228 regular employees for the Department of Transformation and Shared Services - Division of Information Systems for fiscal year 2020-2021, with positions ranging from Director (Grade SE04) to Administrative Specialist II (Grade GS03).

Authorizes up to 18 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $101,813,331 from the Division of Information Systems Revolving Fund for personal services and operating expenses, including $15,333,473 for regular salaries, $4,714,113 for personal services matching, $8,406,866 for data processing services, and $59,702,882 for telecommunications and technology delivery.

Appropriates $3,500,000 from the Information Technology Reserve Fund for major equipment acquisitions and information technology improvements.

Grants the Director authority to adjust billing rates for federal compliance and transfer funds between the Information Technology Reserve Fund and Department of Information Systems Revolving Fund, subject to approval by the Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee; effective July 1, 2020 through June 30, 2021.
