Reappropriates $5,000,000 from Act 885 of 2019 for state investment in infrastructure including public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems, effective July 1, 2020.

Reappropriates $10,000,000 from Act 407 of 2019 for vital infrastructure for public buildings, water treatment systems, environmental concerns, energy needs, telecommunications, and water and sewer systems, effective July 1, 2020.

Reappropriates $40,000,000 from Act 407 of 2019 for construction, renovation, maintenance, equipment, grants, loans, personal services, and operating expenses for projects that protect, enhance, and restore the environment, effective July 1, 2020.

Requires all contracts and obligations to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law, and permits agencies to supplement state funds with grants, donations, and federal funds.

Declares an emergency effective July 1, 2020 due to constitutional one-year appropriation restrictions and the essential need for uninterrupted agency operations.
