Appropriates $7,203,003 for Arkansas School for the Blind state operations, including $4,128,303 for regular salaries, $1,460,029 for personal services matching, and funds for maintenance, special projects, and textbooks.

Appropriates $11,016,891 for Arkansas School for the Deaf state operations, including $6,438,563 for regular salaries, $2,248,741 for personal services matching, $340,000 for special maintenance, and $359,900 for SCPI/ASL programs.

Establishes maximum of 105 regular employees for School for the Blind and 160 regular employees for School for the Deaf, with authorization for 17 and 55 temporary/part-time "Extra Help" employees respectively.

Appropriates additional federal and cash operation funds totaling $781,562 for School for the Blind and $589,449 for School for the Deaf to support operating expenses and equipment.

Authorizes special compensation provisions including summer school pay (up to 1/12 annual salary), special allowances up to $3,500 per school term for additional duties, and salary adjustments to maintain equity with public school teacher compensation schedules.
