Repeals Arkansas Code § 19-6-830 establishing the Skills Development Fund as a special revenue fund and recreates it under § 19-5-1267 as a miscellaneous fund with authority to receive general revenues, private grants, and other designated revenues.

Establishes monthly revenue allocation methodology for fiscal year 2020-2021 and thereafter, distributing $5,261,183,708 across multiple allocation tiers (A, A1, B, C, and D) to education, human services, government agencies, higher education institutions, and other state funds.

Creates supplemental allocations including $60,368,593 for the Restricted Reserve Fund, $5,909,000 for the Arkansas Medicaid Program Trust Fund, and $15,877,476 for additional Restricted Reserve Fund support from remaining general revenues.

Allocates $19,785,000 to the Performance Fund and $3,000,000 to the Motor Vehicle Acquisition Revolving Fund in the final allocation tier (ALLOCATION D).

Declares an emergency effective July 1, 2020, to ensure fiscal law changes take effect at the beginning of the fiscal year and prevent lapses in critical state services.
