Appropriates $14,675,724 total for the Department of Health - Tobacco Prevention and Cessation Programs for fiscal year 2020-2021, including $1,765,735 for regular salaries and $9,221,071 for tobacco prevention and cessation expenses.

Establishes maximum of 34 regular employees across various positions including 1 senior physician specialist, 1 registered nurse supervisor, 14 registered nurses, and multiple program specialists and administrative staff.

Authorizes up to 4 part-time or temporary extra help employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Restricts appropriation transfers to those approved by the Legislative Council and prohibits transfers except from capital outlay to data processing when determined more cost-efficient by the Department of Information Systems.

Authorizes transfer of $500,000 annually from the Prevention and Cessation Program Account to the Breast Cancer Control Fund for state matching share for Medicaid breast and cervical cancer screening and treatment services.

Prohibits tobacco prevention advertising from including names, voices, or likenesses of elected officials or their immediate family members.
