Establishes 14 maximum regular employees for the Arkansas Senate for fiscal year 2020-2021, with positions ranging from Director of the Senate (Grade SE04) to Properties Officer (Grade GS09).

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $2,738,787 from the State Central Services Fund for staff services, including $1,963,896 for regular salaries, $50,000 for extra help, $549,891 for personal services matching, and $175,000 for maintenance and general operations.

Appropriates an additional $15,000 from the Constitutional Officers Fund for Senate Orientation expenses, $700,000 for computerization, and $700,000 for renovations and improvements to Senate facilities.

Reappropriates up to $3,500,000 each from the Constitutional Officers Fund and State Central Services Fund for remaining balances from prior fiscal years to cover necessary operating expenses.
