Reappropriates the balance of capital improvement appropriations from Act 275 of 2019 to the Department of Labor and Licensing - Workers' Compensation Commission, effective July 1, 2020, in the amount of $500,000.

Appropriated funds are payable from the Workers' Compensation Fund and designated for major maintenance, renovation, repair projects, equipping, improvements, construction, operations, and HVAC system upgrades.

Prohibits contracts or obligations exceeding State Treasury funds actually available, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and regulations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2020, citing the constitutional one-year appropriations limit and the essential nature of the funds to agency operations.
