Reappropriates unexpended balances from prior appropriations to the Department of Agriculture effective July 1, 2020, from the Development and Enhancement Fund totaling approximately $41.8 million for maintenance, renovation, construction, equipment, and disaster-related expenses.

Reappropriates $120 million in bond proceeds from prior acts for construction of new office space, laboratories, and support facilities for the Department of Agriculture.

Appropriates $69,563 from the Livestock and Poultry Special Revenue Fund for construction and renovation of the Necropsy Room at the Livestock and Poultry Diagnostic Lab.

Appropriates $1 million from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, and preservation of state-owned lands and historic sites.

Establishes that all expenditures must comply with state purchasing, accounting, budgetary procedures, and fiscal control laws, and declares an emergency effective date of July 1, 2020.
