Reappropriates federal funds for Department of the Military capital projects effective July 1, 2020, including $2,807,502 for Professional Education Center Dining Facility renovation, $43,000,608 for Readiness Center Joint Force Headquarters at Camp Joseph T. Robinson, $3,500,000 for PEC Dining Facility expansion, and $13,000,000 for Readiness Center at Fort Chaffee.

Reappropriates $1,869,245 from the Armory Construction Fund for repair, construction, renovation, landscaping and maintenance of armories, hangars, and other Arkansas National Guard properties from Act 278 of 2019.

Reappropriates $2,500,000 from the Armory Construction Fund for repair, construction, renovation, landscaping and maintenance of armories and other National Guard properties from Act 353 of 2019.

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations; prohibits use of Maintenance and General Operations funds for these capital projects.

Declares an emergency effective July 1, 2020, stating that the one-year appropriation limit in the Arkansas Constitution makes immediate effectiveness essential to agency operations.
