Reappropriates $4,856,000 from the Development and Enhancement Fund to the Department of Education - Educational Television Division, effective July 1, 2020, for the balance of appropriations from Act 346 of 2019.

Funds designated for maintenance of state-owned broadcast infrastructure, network distribution system, operating expenses, and payment of federal and other matching grant requirements.

Prohibits contracts and obligations exceeding available State Treasury funds, but allows the department to supplement with grants, donations, federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2020, to ensure continuation of essential government programs for the educational television division.
