Reappropriates capital improvement fund balances from Act 360 of 2019 for the Department of Human Services - Division of Youth Services, effective July 1, 2020.

Allocates $1,500,000 for maintenance of residential facilities, $3,700,000 for surveillance system upgrades at five facilities, $30,000 for Sally Port Gate improvements at Dermott, and $50,000 for road improvements at Mansfield.

Appropriates $480,000 for generator purchases at five facilities and $800,000 for building removal at Mansfield and Arkansas Juvenile Assessment and Treatment Center facilities.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to supplement with grants, donations, federal funds, and cash income.

Declares an emergency effective date of July 1, 2020, finding that annual appropriation limits under the Arkansas Constitution make immediate implementation essential for agency operations.
