Reappropriates $510,000 from the Development and Enhancement Fund to the Department of Human Services - Division of County Operations for replacement of computer system equipment at field offices, effective July 1, 2020.

Reappropriates $510,000 in federal funds for the same purpose and division, effective July 1, 2020.

Restricts contract awards and obligations to State Treasury funds actually available, while permitting agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2020, stating that delayed implementation could harm essential governmental programs and operations.
