Reappropriates $101,000 to the Department of Commerce - State Insurance Department effective July 1, 2020, from the Development and Enhancement Fund for balance of appropriation from Act 282 of 2019.

Authorizes funds for cemetery maintenance and operations costs for insolvent, licensed perpetual care cemeteries in court-ordered receivership or conservatorship for five or more years.

Allows acquisition costs of cemeteries not to exceed $1,000 plus necessary purchase-related costs, or grants to non-profit and government entities for historic cemetery care and improvement.

Prohibits contract awards or obligations exceeding actually available State Treasury funds, but permits agencies to accept grants, donations, Federal funds, and unobligated cash income to supplement appropriations.

Declares an emergency effective July 1, 2020, determining the act is essential to agency operations and public peace, health, and safety.
