Reappropriates the balance of capital improvement appropriations from Act 357 of 2019 to the Department of Finance and Administration for AASIS modernization implementation costs, not to exceed $32,200,000, effective July 1, 2020.

Funds are payable from the Development and Enhancement Fund.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows agencies to accept grants, donations, Federal funds, and use unobligated cash income to supplement appropriations.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations.

Declares an emergency effective July 1, 2020, citing constitutional restrictions on appropriations to one-year periods and the need for immediate agency operation.
