Reappropriates $40,000,000 from the Skills Development Fund to the Department of Commerce Office of Skills Development for workforce development programs, effective July 1, 2020.

Reappropriates balances from the Development and Enhancement Fund totaling $107,073 for rural services grants to counties, municipalities, and eligible entities for cemetery, public building, county fair, and fire department improvements and maintenance.

Reappropriates $68,686,225 from the Economic Development Incentive Fund for CREATE Rebate financial incentives to companies locating or expanding facilities in Arkansas.

Reappropriates $24,448,363 from the Quick Action Closing Fund and $282,376 from the Minority and Women-Owned Loan Mobilization Revolving Fund for business recruitment and minority enterprise development incentives.

Reappropriates approximately $168,000,000 from the Development and Enhancement Fund for capital improvement projects including workforce training, infrastructure, public safety, community improvement grants, and economic development initiatives, with all appropriations effective July 1, 2020.
