Establishes 12 maximum regular employees for the Arkansas Geographic Information Systems Office, including 1 State Geographic Info Officer (Grade IT10), 1 GIS Lead (Grade IT08), 4 Senior GIS Analysts (Grade IT07), 2 GIS Analysts (Grade IT06), 1 Land Survey State Surveyor (Grade GS12), 1 Surveyor (Grade GS07), and 2 Administrative Specialists.

Authorizes 1 temporary or part-time employee ("Extra Help") payable from appropriated funds at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,350,623 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $744,426 for regular salaries, $232,642 for personal services matching, $245,742 for operational expenses, $14,350 for conference and travel, and $107,000 for professional fees.

Appropriates $850,000 from the Geographic Information Systems Fund for Geostor and framework spatial data operations, and to carry out duties of the Arkansas State Land Information Board.

Requires any unexpended balance in the Miscellaneous Agencies Fund Account on June 30 to be transferred to the Geographic Information Systems Fund for maintaining Arkansas Spatial Data Infrastructure, and establishes emergency clause making the act effective July 1, 2020.
