Establishes 87 maximum regular employees for the Arkansas Teacher Retirement System for fiscal year 2020-2021, with positions ranging from ATRS Director (Grade SE04) to Maintenance Specialist (Grade GS03).

Authorizes up to 20 part-time or temporary "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $247,905,553 from the Teacher Retirement Fund for personal services and operating expenses, including $4,400,668 for regular salaries, $200,000,000 for benefits, and $15,000,000 for a discount buyout plan.

Appropriates $1,606,000,000 from cash funds for non-employee benefits ($1,600,000,000) and refunds/reimbursements ($6,000,000) to beneficiaries.

Declares an emergency effective July 1, 2020, stating that timely appropriation is essential to agency operations and fund disbursement must comply with state fiscal control laws and Department of Finance and Administration regulations.
