Appropriates $2,153,351 from the Miscellaneous Agencies Fund for the Arkansas Geological Survey's personal services and operating expenses for fiscal year 2020-2021, including $1,352,184 for regular salaries and $448,565 for personal services matching.

Establishes a maximum of 27 regular employees for the Arkansas Geological Survey, including positions such as State Geologist, GIS Analyst, Systems Analyst, Database Analyst, Professional Geologists, and various support staff.

Authorizes up to 16 temporary or part-time "Extra Help" employees for state operations, 4 for the State Geologic Mapping Program, and 1 for Geological Research - Landslide/Sinkhole, with compensation per the Uniform Classification and Compensation Act.

Appropriates additional funds for specific programs: $186,353 from federal funds for the Federal-State Geologic Mapping Program, $6,505 from cash funds for Earthquake Awareness, $1,125 for museum expenses, and $154,542 for Geological Research - Landslide/Sinkhole.

Provides $49,000 from the Geology Map Resale Revolving Fund for operating expenses and declares an emergency effective July 1, 2020, to ensure continuity of agency operations.
