Establishes 801 maximum regular employees for the Department of Parks, Heritage, and Tourism - State Parks and Tourism Divisions for fiscal year 2020-2021, with specified job classifications and salary grades.

Appropriates $20,788,347 from the Parks and Tourism Fund for State Operations including $14,444,412 in regular salaries, $30,600 for extra help, and $5,541,567 for personal services matching.

Appropriates additional funds from various sources totaling over $162 million for Conservation Tax programs ($55,139,932), Tourism Promotion ($18,389,821), Parks Cash Fund operations ($37,282,182), and other specific programs including outdoor recreation grants, wildlife observation trails, and War Memorial Stadium operations.

Includes special language authorizing programs for park maintenance, tourism feasibility grants, small festival funding of $150,000 annually, golf lesson contracts, employee uniforms, and cash prizes up to $10,000 per fiscal year for park special events.
