Establishes a maximum of 3 regular employees for the Department of Parks, Heritage, and Tourism - Capitol Zoning District Commission for fiscal year 2020-2021: one Capitol Zoning District Administrator (Grade GS10), one Administrative Analyst (Grade GS06), and one Capitol Zoning District Planning & Preservation Director (Grade GS06).

Authorizes up to 1 temporary or part-time employee ("Extra Help") for the 2020-2021 fiscal year at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $252,357 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $170,421 for regular salaries, $938 for extra help, $53,826 for personal services matching, and $27,172 for operating expenses.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations promulgated by the Department of Finance and Administration.

Declares an emergency effective July 1, 2020, to ensure immediate operation of the agency, as the Arkansas Constitution prohibits appropriations for more than one year.
