Establishes a maximum of 630 regular employees for the Arkansas State Game and Fish Commission for fiscal year 2020-2021, with the Director position at $152,638 and varying salaries by position classification.

Authorizes up to 185 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $123,972,887 from the Game Protection Fund for personal services and operating expenses, including $39,586,383 for regular salaries, $1,187,500 for extra help, and $11,957,482 for personal services matching.

Appropriates additional funds for gas lease revenues ($4,000,000), conservation partners program grants ($150,000), Black River Wildlife Management Area restoration ($13,250,000), and feral hog eradication efforts ($250,000).

Grants the Commission authority to transfer appropriations between line items within the Operations appropriation and Gas Lease Revenues appropriation with approval from the Chief Fiscal Officer and Arkansas Legislative Council review; effective July 1, 2020 through June 30, 2021.
