Establishes maximum of 541 regular employees for Arkansas State University - Beebe for fiscal year 2020-2021, with positions ranging from Chancellor ($169,651) to various classified and academic staff at specified salary rates.

Authorizes up to 225 part-time or temporary employees ("Extra Help") payable at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $14,504,510 in state operations funding, including $12,014,510 for regular salaries, $2,300,000 for personal services matching, and $190,000 for funded depreciation.

Appropriates $39,779,763 in cash funds for regular salaries ($5,000,000), extra help ($783,145), operating expenses ($10,000,000), capital improvements ($15,000,000), debt service ($3,000,000), and other operational needs.

Requires proportional reduction across all ASUB campuses if general revenue forecast is reduced during the fiscal year, effective July 1, 2020 through June 30, 2021.
