Establishes maximum of 225 regular employees for College of The Ouachitas for fiscal year 2020-2021, including 21 administrative positions, classified staff positions, and 42 full-time faculty plus 96 part-time faculty.

Authorizes up to 60 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $4,719,808 from the Arkansas State University Three Rivers Fund for regular salaries ($2,800,000), personal services matching ($825,000), and maintenance and general operations ($1,094,808).

Appropriates $7,923,485 from cash funds for salaries, extra help, matching services, operations, capital improvements ($500,000), debt service ($200,000), and promotional items.

Renames "College of the Ouachitas Fund" to "Arkansas State University Three Rivers Fund" throughout Arkansas Code and extends the cooperative agreement between Henderson State University and College of The Ouachitas through June 30, 2021.
