Appropriates $5,922,288 from the SAU-Tech Fund for personal services and operating expenses for fiscal year 2020-2021, including $3,840,000 for regular salaries and $1,020,383 for personal services matching.

Appropriates $16,973,800 from cash funds for SAU-Tech operations, including $2,723,800 for regular salaries, $8,500,000 for capital improvements, and $275,000 for debt service.

Authorizes a maximum of 332 regular employees across administrative, classified, and academic positions with specified salary rates ranging from $45,683 to $169,651 annually.

Appropriates separate funding for Fire Training Academy ($2,449,491 from state operations, $732,955 from cash funds) and Environmental Training Academy ($521,098 from state operations, $497,213 from cash funds).

Authorizes temporary and part-time "Extra Help" employees: 175 for main operations, 55 for Fire Training Academy, and 50 for Environmental Training Academy, with effective date of July 1, 2020.
