Establishes maximum of 327 regular employees for South Arkansas Community College for fiscal year 2020-2021, with specific salary ranges from $45,683 (part-time faculty) to $169,651 (President).

Authorizes up to 175 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $7,232,923 from state operations funds for regular salaries ($4,687,221), extra help ($128,651), personal services matching ($1,301,460), and maintenance and general operations ($1,115,591).

Appropriates $16,659,758 from cash funds for regular salaries ($3,632,364), extra help ($278,236), personal services matching ($1,237,734), capital improvements ($7,000,000), debt service ($500,000), and other operating expenses.

Act becomes effective July 1, 2020, with an emergency clause declaring the appropriations essential to agency operations.
