Establishes maximum of 272 regular employees for University of Arkansas Community College at Batesville for fiscal year 2020-2021, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 100 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $5,096,829 from state operations fund for personal services, including $4,246,829 for regular salaries, $100,000 for extra help, and $750,000 for personal services matching.

Appropriates $12,921,000 from cash funds for personal services and operating expenses, including $1,250,000 for regular salaries, $3,500,000 for operational expenses, $3,500,000 for capital outlay, $1,500,000 for capital improvements, and $550,000 for debt service.

Becomes effective July 1, 2020 with emergency clause declaring immediate effectiveness essential to agency operations; all disbursements must comply with state procurement laws, accounting procedures, and fiscal control laws.
