Establishes maximum of 292 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2020-2021, with salary ranges from $45,683 to $169,651 across administrative, classified, and academic positions.

Authorizes up to 110 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act or this act.

Appropriates $6,794,239 from state operations fund, including $5,503,053 for regular salaries and $1,291,186 for personal services matching.

Appropriates $29,000,000 from cash funds for regular salaries ($4,500,000), extra help ($1,000,000), operating expenses ($7,000,000), capital improvements ($10,000,000), debt service ($1,200,000), and other operational costs.

Declares an emergency effective July 1, 2020, stating that appropriations must comply with state procurement law, budgetary procedures, and fiscal control regulations under Department of Finance and Administration oversight.
