Senate Bill 38 - Arkansas State University Appropriation (2020-2021)

• Establishes maximum of 2,230 regular employees and 2,064 part-time/temporary employees for Arkansas State University for fiscal year 2020-2021, with detailed salary schedules for administrative, classified, and academic positions.

• Appropriates $70,089,881 from the Arkansas State University Fund for state operations, including $51,567,641 for regular salaries, $8,352,521 for personal services matching, and $8,716,713 for maintenance and general operations.

• Appropriates $223,896,158 from cash funds for salaries, extra help, personal services matching, maintenance and operations, capital improvements ($51,396,158), and debt service ($18,000,000).

• Allocates appropriated funds to three programs: Jonesboro Campus ($65,035,611), ASU System Administration ($2,611,977), and Heritage Sites ($2,442,293).

• Authorizes one-time lump-sum incentive bonuses or educational differentials up to 6% of employee salary for degree attainment to increase adult degree completion rates; effective July 1, 2020 through June 30, 2021.
