Reappropriates $1,300,000 from the Development and Enhancement Fund to the Department of Transformation and Shared Services - Arkansas Geographic Information Systems Office for the Arkansas Digital Orthophotography Program 2020 update, effective July 1, 2020.

Balances remaining from Act 354 of 2019 appropriations are reappropriated for the specified project.

Restricts contracts and obligations to State Treasury funds actually available, but permits the agency to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws during fund disbursement.

Declares an emergency effective July 1, 2020, to ensure essential operation of the agency, with the act approved on April 20, 2020.
