Establishes maximum employee positions and salary rates for the University of Arkansas at Monticello for fiscal year 2020-2021, including 661 regular employees across administrative, academic, and classified positions.

Authorizes up to 790 temporary or part-time "Extra Help" employees for the main Monticello campus, plus 36 each for the McGehee and Crossett campuses.

Appropriates $14,963,393 from state operations funds and $27,581,000 from cash funds for the main campus, plus separate appropriations for the Center for Forest Business ($731,531), McGehee campus ($2,481,563 state and $940,150 cash), and Crossett campus ($1,849,528 state and $1,003,660 cash).

Appropriations cover regular salaries, personal services matching, maintenance and general operations, capital outlays, capital improvements, and debt service for all UAM campuses and centers.

Act becomes effective July 1, 2020 with emergency clause due to constitutional prohibition on appropriations exceeding one-year periods.
