Appropriates $87,833,061 from the University of Arkansas Fund for personal services and operating expenses for the 2020-2021 fiscal year, including $62,500,000 for regular salaries and $16,875,000 for personal services matching.

Authorizes up to 2,257 regular employees across the University of Arkansas System and various divisions, with specific salary ranges for administrative, classified, and academic positions.

Appropriates $166,702,000 from cash funds for additional personal services, operating expenses, capital improvements, debt service, and fund transfers across the university system.

Authorizes up to 700 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Includes special provisions for Buffalo River Watershed Monitoring ($200,000), Criminal Justice Institute training ($150,000), Arkansas Research and Education Optical Network operations, and Arkansas School for Mathematics, Sciences and the Arts funding, effective July 1, 2020 through June 30, 2021.
